2. Proposed Charcoal Facility Mogo TP.04.3

Mr Tom Richardson asked:

Would Council confirm with the RTA the accuracy of the claims made in the EIS to upgrade the Clyde Mt road and the timeline associated with any such plan?
The MEP advised that there is a report to Council in today's Business Paper, and this matter is addressed. He added that there is no comment through the report that puts in place an RTA plan for such works, but rather the report suggests that it is up to the RTA to improve the road.

Will the Shire undertake a heavy vehicle movement survey, adding that he did not accept the numbers stated in the EIS? The MW advised that the RTA conducts heavy vehicle surveys, and that he would ask for one to be done.

Is it possible to speak on Item 4 of the Business Paper regarding air quality issue?
The Mayor replied that he could not accept a verbal request to speak.

With regard to the air quality issue and the effect of this when Araluen fruit is setting, would Council follow this through?
The Mayor replied that all aspects of this development would be checked. The GM added that comments can be made on the EIS to the Minister by any member of the public.

3. Proposed Charcoal Facility ? Mogo TP.04.3

Mr John Weekes asked what guarantees have been received, and from whom, regarding the number of jobs that the charcoal plant will source from Tallaganda Shire.

The GM advised that the plant at Mogo will possibly generate 5 jobs in the timber industry in Tallaganda Shire.

4. Proposed Metallurgical Carbon (Charcoal) Facility Mogo, Eurobodalla Shire Council - Council Discussion/Submission TP.04.3 619 RESOLVED That the information be noted. Hassall/Sturgiss
620 RESOLVED That Council communicate its concern to the State Government and the NSW Ombudsman that private forestry operators cannot compete against, and local communities subsidise, ?rate-free? State agencies business units. Harrex/Waters

MOTION That Council lodge a submission with the consent authority identifying the following issues:

That the developer institute monitoring programs to certify that the raw timber resource is being harvested in a sustainable manner;
That a bi-annual independent audit be undertaken as to the sustainable supply;
That the developer make annual contributions to the value of $2.00 per heavy vehicle (22 movements per day) to Tallaganda Shire Council for the provision of existing and future public services, such as emergency services, waste management and public amenities;
That the RTA identify and implement a safe pedestrian access program for the Kings Highway road system through the town of Braidwood, and
That the developer equip Council with emergency clean-up materials, should a load of carbon blocks be spilt.

MOTION That, in respect of the proposed charcoal facility, Council lodge a submission to the Dept of Planning to restrict truck movements to 8.00am Mondays, (8.00am on Tuesdays if the preceding Monday is a public holidays) and midday on Fridays. Hassall/Cassilles
