DRAFT MORUYA STRUCTURE PLAN

Coastwatchers supports most of the Structure Plan and looks forward to seeing it implemented via the LEP.

We endorse the aim to protect productive agricultural land (Section 1 page 6) and would like the Plan to also include land adjacent to Dwyers Creek.

Our Association also supports the development of Moruya as the Shire's administrative centre which would include health facilities such as the regional hospital.

Of concern was the comment from the Moruya discussion group (page 15) that there should be a tourism corridor from Broulee to the airport. Council has recognised the ecological importance of the Bengello sandplain forest. Tourist developments are completely unsuitable for this location.

Section 4 Map page 56 - Why is the pink scenic protection area (historic main street/ local urban character) marked along the Highway from the roundabout at Council to the roundabout at Ford St? There is nothing of value to maintain in this strip but it is certainly worth ensuring future developments enhance the character of Moruya. The map missed the tree avenue either side of the Highway near the golf course - mentioned elsewhere for scenic protection.

Section 9 page 94 - We support keeping the sense of place and maintaining authenticity with regard to retail development in the town. How can this be enforced? Recent paintwork on prominent buildings in the main street has detracted from the town's character

Page 98 - Why have zero setbacks to the street? Elsewhere the Plan aims to "encourage outdoor seating". It would be much better to have more footpath room for cafes and outdoor eating. The café nearest the bridge and the Air Raid Tavern complex are good examples of how extra setbacks can add to the character and attractiveness of the town and to the comfort of outdoor diners.

Section 10 page 111 Affordable housing should not be confined to designated areas but should be mixed with other housing to prevent the development of ghettos.

Section 11 page 131-132 The indicative style guide has some very worthwhile ideas. However, we question some of the examples given for bushland/ rural fringe areas. Some appear to conflict with guidelines for bushfire safe building, eg complicated roof lines, underfloor areas not covered in, etc.

As for the Draft Nature Coast Style Guide the main problem will be in getting it implemented.

Section 12 page 150 The medium density zone at Moruya Heads - the western side of the street appears to be very low lying land near a wetland. With climate change and sea level rise this area does not seem suitable for medium density housing.

Page 153 The Plan says "require masterplans to apply covenants to safeguard the overall vision and maintain design integrity". However, covenants are not enforceable. The appropriate conditions should be put in the LEP.
