MINIMUM RURAL RESIDENTIAL LOT SIZES

The need to introduce an interim policy which seeks to amend existing constraints for the subdivision of land within the Rural Small Holdings Zone, 1(c) has not been adequately explained. At this time when many Council planning instruments are under review, the need to undertake random policy review is questioned.

We feel that the process for the review of the Rural LEP should be the vehicle for discussion of suggested changes to development plans.

Certainly, a minimum lot size of 5000m² needs to be applied for land in the 1(c) zone and such should only be permitted as provided for in DCP 156. If there is a requirement to incorporate new conditions in respect of the Council's GIS assessment requirements or the water sensitive urban design elements of the Integrated Water Cycle Management Strategy, perhaps such should be achieved by amendment action to the DCP.

Already there is some confusion as to the provisions of the existing DCPs. The adoption of interim policies cannot be supported as such may well exacerbate this confusion.

If Council does however, adopt an interim policy then no lots should be less than 5000m2 and ALL conditions detailed in DCP 156 and the draft interim policy should be met.
